Liberal Democrat Candidate and anti-racism groups raise concerns


Liberal Democrat Candidate and anti-racism groups write to Conservative Police and Crime Commissioner questioning equality concerns.

Dear David,

As Police and Crime Commissioner you have overseen the police force in Hertfordshire for the past 8 years, holding the Chief Constable to account and ensuring the service is pursuing your strategic direction.

It is very important to us that everybody, no matter who they are, receives an equal service and that officers are appropriately supported to do their jobs in the most effective way possible. You will be very aware of the Macpherson Review, which came following the murder of Stephen Lawrence in 1993, which produced a total of 70 recommendations for reform.

The Lammy Review as you will also know was a 2017 review on discrimination within the policing and criminal justice systems in the UK, led by David Lammy and commissioned by David Cameron and Theresa May.

Both reports are still relevant to policing today and are still the topic of much discussion. It is therefore puzzling to us that when Sam North submitted two Freedom of Information (FOI) requests earlier this year, the FOI team were unable to answer whether the relevant recommendations of each of those reports had been implemented by Hertfordshire Police. The FOI requests were as follows:

“Has Hertfordshire Police implemented all relevant recommendations from the Lammy Review? Please list all recommendations that have been implemented.”

 “Has Hertfordshire Police implemented all recommendations from the Macpherson report? If not, which parts have not been implemented?”

 The response that was received from both was as follows:

“Given the nature of this request, it would exceed the eighteen hours permitted to retrieve all the information from both existing and legacy systems where this would be recorded.”

 It is hard to understand how a police service would not have this information readily available if it took issues of equality and racism seriously.

Could you therefore please confirm why this information is not readily available, whether the relevant recommendations of each report have indeed been implemented and how those recommendations are audited by Hertfordshire Police to ensure they are adhered to.

It is so important that officers on the ground are supported by the organisation they work for, and that Hertfordshire police does everything that it can to stand up against racism and discrimination of all forms.
